No, level III is not mandated. CMMI V1.2 or CMMI-DEV (for the Developer) no longer has a "staged" level 3 mandate. In the new 5000 due to come out soon, it is going to be strongly recommended that contract language be used to promote the "continuous" improvement model for CMMI-DEV. What this means is to chose a contractor who has been SCAMPI A certified as being level 3 or above in 1 of the 22 process areas (PA) where they employ a continuous improvement model for the PAs they are not level 3 in--continuously improving.
